You can obtain a boat license by obtaining an Amateur
Seamanship Certificate and completing the boat license fee payments. The boat
license, issued by the Ministry of Transport, requires completing certain
steps. Some procedures will also be carried out through the e-government
system.
Definition of a Boat
License
Due to motorized vehicles exceeding certain power levels, a
license is required to operate boats. A boat license is a document legally
issued for permission to operate motorized marine vehicles within certain
weight limits. It is not permissible to operate private boats without a boat
license.
Non-motorized marine vehicles or vehicles with engine power
below 10 horsepower are not subject to this requirement. However, it is
advisable to stay informed about current decisions of the Turkish Ministry of
Transport.
Generally, a boat license refers to private boats. This also
means that yachts and other boats registered for the military cannot be
operated by boat license holders.
Validity Period of a
Boat License for Amateurs
Individuals who obtain a boat license are not subject to any
validity period restrictions. Individuals whose physical health is not suitable
for operating yachts and boats should not drive them. Because it's not a very
common type of license, it's anticipated that there may be restrictions in the
future.
How to Obtain a Boat
License? What are the Requirements?
Those wishing to obtain a boat license for non-commercial
use must follow certain steps. The required license is the Amateur Seafarer
Certificate (ADB). Those wishing to obtain this certificate must fulfill the
necessary requirements and complete the certification process.
- Applicants must be at least 18 years old. However, younger
individuals, those who have reached the age of 14, can also obtain an ADB if
they pass a notarized exam. There are also speed and meter limits for these
individuals. When applying for a boat license, you should also consider the
boat limits applicable according to age.
- Another important requirement for an ADB is a medical
report. If you have a road driver's license, it is known that a separate
medical report is not required to operate a boat license.
Successfully completing the exam on the Ministry of
Transport website is another requirement. To obtain an Amateur Seamanship
Certificate (ADB), you need to log in through the e-government portal, enter
"Amateur Seamanship Certificate," and complete the process through
the redirected panel. Certificates are issued to those who successfully
complete the training, exams, and payments.
- A minimum of primary school education is required. Those
who have completed primary school externally can also apply for the
certificate. However, you can obtain detailed information from the Ministry of
Transport's call center at ALO 123. Asking this question beforehand is
important to avoid problems.
- To obtain an ADB, your criminal record must not include
smuggling or human trafficking.
- All exam application documents must be fully uploaded to
the system after completing the training.
- Once you pass the ADB exam, the fee payment stage follows.
The system will guide you through the fee payment process.
- Finally, you can print and file your certificate from the
"My Documents" section.
The registration area for the ADB is the Ministry of
Transport page on the e-government portal, and you must have completed all the
training there. Completing the radio-related training is also recommended.
Because communication conditions on board a boat necessitate the use of a
radio.
Where to Apply for a
Boat License?
You can apply for a boat license through the website
“adbs.uab.gov.tr” or via e-government login. If there is a Ministry of
Transport office nearby, you can also apply directly by going to the
institution. Online training and application processes should also be carried
out according to the instructions from the Ministry of Transport and
Infrastructure.
Who Wants to Get a
Boat License?
If you want to use a private boat, or small motorboats, you
can obtain a boat license. You need a license to operate your own private boat.
In other words, you need to obtain a boat license to be a responsible driver
when you go out to sea.
Who Cannot Get a Boat
License?
Individuals who do not meet the requirements for owning a
boat cannot obtain an ADB (Aircraft and Marine Driving License) license to
operate a boat. You must not have any mental or physical problems that prevent
you from operating a motorized vehicle on the sea. If your vision is severe, it
may not be possible for you to operate a boat. You must be in good health to
obtain a boat license.
To obtain a boat license, your identity information must be
accurate. In recent years, there have been scams involving fake identities used
for migrant smuggling. If there are problems with your identity information, it
is unlikely you will be able to obtain a boat license.
Documents Required for Obtaining a Boat License
Original and photocopy of identity document, health report
These are among the initial documents. Exam payment receipt and family
permission document for those aged 14-18 are also required. One passport-sized
photograph and the ADB application form (signed) are mandatory documents.
How Much Does a Boat License Cost?
The ADB boat license requires separate payments for fees,
health report fees, and card fees. The Ministry of Transport charges the
current fees for each stage and the final document. You can find current fees
and other payment information by calling the ALO 123 line. Since fees change
periodically, it is best to inquire directly with the institution.
Fees may vary for amateur and commercial boat licenses. You
can also ask the institution about commercial boat license fees and learn about
the application requirements for other licenses.
What's on the ADB
Online Panel?
The ADB online panel is a platform specifically for citizens
who log in through e-government. You can find categories listed one after
another on the Ministry of Transport's page. To complete your online
application, you need to access the online application tab on the left.
When applying online, you will find document and platform
options. As you can see from the steps at the top of the screen, you will
proceed by making your selections and confirming the information.
After submitting your ADB application, you can view your
approved application by going to the "My Applications" section in the
categories on the left. Trainings, payments, document acquisition, and document
renewal processes are also carried out in this area. If you complete all stages
and are entitled to receive the document, you can proceed with the card
printing process.
The ADB panel is a panel that opens automatically with your
identity information. Your identity information is transferred to the other
side along with your information from the e-government system. For questions
and comments regarding the stages in this area, you must call ALO 123.
What Happens If You
Fail the Boat License Exam?
If you fail the boat license exam, you will need to retake
the application, training, and exam stages. While completing the required
trainings, you can take notes on the necessary information and focus on
successfully completing the exam.
It is recommended that you review your Amateur Seamanship
Certificate and the permitted vessels in light of updates. After obtaining your
boat license, you can avoid problems by following current ministry
announcements.
