In preparation for the 2026 summer season, the Mooring (Buoy) System planned to be implemented in the bays of Gocek is designed to significantly change the anchoring and accommodation structure in the region. Introduced due to increasing boat density, damage to the seabed, and uncontrolled accommodation practices, this system will operate on a reservation-based and paid mooring model. The implementation is planned to begin in March 2026, with full-scale operation expected by June.
Increasing Boat Density and Environmental Pressure in Gocek
According to scientific research, although the ideal boat capacity of Gocek’s bays is estimated to be between 700 and 800, the number of boats in the region during the summer months reportedly reaches between 1,000 and 1,500. Over the past 15 years, the increase in boat numbers has reached a notable level.
This density causes physical damage to the seabed, particularly due to frequent anchoring maneuvers. The dragging of anchor chains negatively affects sensitive marine ecosystems such as posidonia seagrass meadows. In addition, long-term stationary stays by some vessels, combined with deficiencies in waste management practices, increase environmental risks. In enclosed bays especially, limited water circulation makes pollution more visible and persistent.
Authorized Institutions and Management Structure
The authorized institution of the Gocek Mooring System is the Turkey Environment Agency (TCEA), and the implementation process is carried out by Environmental Management Inc. (CEYAS), which operates under the agency. The system has been designed within the framework of sustainable marine tourism and controlled usage principles.
According to public authorities, the primary objective of the implementation is not commercial profit, but rather the protection of marine areas and ensuring the sustainability of the system itself. Revenues generated are planned to be used for the operation of the system and environmental protection projects.
Technical Details of the Mooring System
It is stated that approximately 1,800 mooring blocks have been installed in Gocek Bay to accommodate a capacity of around 880 boats. The mooring blocks consist of concrete structures weighing between 3 and 17 tons.
The system is planned according to vessel size as follows:

3-ton moorings for boats between 5–8 meters

7-ton moorings for boats between 8–20 meters

13-ton double-connection moorings for boats between 20–40 meters

17-ton multi-connection moorings for boats over 40 meters
Each mooring point will be marked on the sea surface with numbered buoys and floats. A lighting system is planned, and all equipment is expected to be installed before the season begins.
Reservation and Accommodation Rules
The new system will operate on a reservation basis. Boat owners will be able to select the bay and mooring number where they wish to stay via a mobile application or web platform. Payments will be made digitally, and on-site staff will assist during the mooring process.

are permitted. The management is reportedly considering extending the total duration to 12 days and introducing a more flexible accommodation model during the off-season; however, no official decision has yet been finalized.
Pricing Model and Fee Expectations
The official tariff for the 2026 season has not yet been announced. However, based on information reflected in public discussions, fees are expected to be determined progressively according to vessel length.
For example, for boats between 10–15 meters, a pricing level of approximately 20–30 Euros has been mentioned. Higher fees are expected for larger vessels.
In the future, pricing may be determined not only by vessel length but also by additional parameters such as engine power, environmental impact criteria, and vessel type.
Revisions Made to the Project
Compared to the initial draft project, several revisions have been made. The mooring capacity allocated to large and super yachts has been reduced. The previously planned 22 floating service piers have been removed from the implementation.
The number of swing (free mooring) buoys has been increased, and some bays have been excluded from the project scope. It has also been decided not to install moorings in archaeological protected areas. These revisions indicate that the project has been adjusted in line with environmental sensitivity considerations.
Marina Projects and Legal Process
It is reported that there are marina projects planned in certain areas of Gocek Bay. These projects are expected to have a total capacity of approximately 250–300 boats. In the current mooring plans, the locations of these marina projects appear to be left unallocated.
Additionally, it is known that a lawsuit requesting a stay of execution is ongoing at the Mugla Administrative Court. The final outcome of this legal process may influence the scope of the implementation.
Operational Structure and Supervision
Gocek has been divided into four management zones. According to the plan:

In addition, waste collection boats and security/emergency response vessels are planned to operate within the system. This structure aims to ensure simultaneous reservation control, mooring assistance, and environmental supervision.
